Is it possible to download Half-Life from steam, either downloading it directly to a data disc or transferring it later, to play on a computer without internet access?

You can copy the Steam folder to another computer and get it running on there fine, but that computer will still need to connect to the Internet at least once. You can then login and tell Steam to work in offline mode.
