is there a way to delete everything

okay so i bought this game and when i was installing it it was really late at night so i just skimmed through it. but now i haven't even been able to play the game because the steam thing only loads to 98 percent and will not let me play offline mode. so is there a way to delete my steam acount then I will uninstall hl2 and complety start over.
