Is Valve going to give out a editor?

this has probably been posted befor, but is valve going to give out a editor or a developers kit? i have a very good idea for a mod and would like to start it once half life 2 is released. Also, If so, will you be able to create totally different character models, weapons, monsters, and settings( like winter)?

If you mean an Software Delepment Kit, yes they've confirmed they will. And yes, you'll be able to do a total conversion to the Source engine with it.
