Random point for Clarky - even though cheap energy research is interesting, there ARE a lot of charlatans trying to make a fast buck with a fake idea. One of the best things to do is try and replicate the experiments yourself (and sell the power to random people, because getting rich is better than saving the world, at least for the time being)

It's just normal water. With the electrolysis it's something to do with high frequencey low powered current that somehow stimulates a release of extra energy from the zero point, which is why so much hydrogen is being split for very little physical input, half an amp in the case of that test.
 
Amps are not unit of power though, and don't actually tell you anything useful in that context.
 
what is useful and immediately obvious is when you compare the method to normal electrolysis which requires a large current, Bi products are heat etc. The water temperature doesn't change in this case and splits the water equally well.
