It won't work. STEAM that is.

I double click the icon, get a hourglass for a split second then nothing.

Tried it with TF2 icon too, hourglass for a second the nothing.

Do you see the steam icon down in the corner? If you do, right click it and turn steam off, then try the icon again. If it's not down there, alt+ctrl+del, click the processes tab, and end Steam.exe, then try starting steam again.

of course, I don't really know what I'm talking about.

Use Ctrl+alt+delete and make sure the steam.exe isn't already running. If it is, close it and try again.
