Limit bandwidth?

We have been having network troubles lately due to our roomy being a dick and downloading all the goddamn time. He likes to max out our connections. We have 3 Xbox 360s and 3 PCs connected, yet he insists that our internet along with his torrents being downloaded should be able to handle all of that load.

Anyway, we need to know how to limit the bandwidth or do something so he gets about 25% of the bandwidth and we get the rest. We have a Linksys WRT54G with DD-WRT firmware on it so in my eyes, it's possible.

So help us kill off his internet and his terrible habits. Seriously, we tell him he can't download at certain times, but does he listen? Nope!
