is there a web site that hosts a file that has all the maps out there on it or just has them sepretly to download

Steam... LOL. If it's worth playiing a server will be running it just join and you get the new map...

A better answer though is to Google. CS S Maps... There's a few out now. Mostly CS conversions and garbage.
