Loading Resources: Did it freeze?

I'm trying to load CS:S on another computer, and it's frozen at the "Loading Resources" part. It finished downloading, and has been stuck at the same position for 20 minutes now, with a little bit of HD activity every now and then. Is anyone else having this problem, or is my install fubared?

Your game isn't fully pre-loaded, regardless if it says it is. Go to the monitor on Steam, and you'll see it's still downloading.
