Lost Steam Account Information

Hi there, I bought the game 4 years ago and I installed and played game, then I've formatted my hard drive and everything deleted. I've written my Steam ID and password on a paper but I've lost it! I can't remember my registered e-mail address on Steam, so I've created a new account and I've tried to use my Product ID and it couldn't use! How can I recover my old Steam Account with only Product ID? Which Steam or Valve worker can help me? Where should I send e-mail? Please, help me!

It can take a couple of weeks to get a response so you will have to be patient
