So I left my virus scanner on for a few minutes and went to do some homework.

When I checked back on my computer, it looked exactly like this website. There's colors everywhere.

It's only JUST started doing this. Tried resetting and turning my monitor on and off, but no cigar. Tried to Degauss too. Is it because something is overheating or?...

It looks like your videocard is overheating. You might want to open up your PC and see if the fan on the heatsink is clogged with dust or something.

If thats true, then it's probably getting hot in there with your HDD running constantly during the virus scan.

I don't guess you are overclocking, especially in 2D mode.

Since this is the first time you've seen this, is there anything that you have changed recently that could be causing it? Is your PC next to a heat source?

If it is over heating take of your case and clean inside your computer and you might want to consider getting a case fan if you don't already have one plus check out your graphics card too.

I don't think it's my ivideo card, just opened the case and pointed a fan directly at it for a few hours. I'm guessing some part of the monitor was just fried by static electricity or something.

I'm just gonna get a new one. About time anyway.

I seriously doubt it's your monitor causing this. This is your videocard very most likely. Could be borked.

I'm plugging another monitor in to test, just to be sure.

Video card + lots of heat = Artifacts, it's not your monitor.

I think that's a good idea, because my Mom's PC has a similar pattern on her monitor, although much smaller and more faint. It never goes away, and has been there for mulitple PC's.
