20 fps all the time, yeah that kinda sucks. But 70 ping is not that bad. Anything below 100 ping is playable. Maybe you've got hoke or loss? Try turning off your firewall and see if this helps. Also check for any unneccessary programs that may work in the background.

Do you use ZoneAlarm as your firewall? I had problems with it and I think disabling it didn't work, I had to turn it off completely. I had lag every 30seconds or so.

It's an issue with ati's latest driver updates conflicting with the Source Engine.

Or was it the other way around?

ATM, there's nothing you can do but roll back to older drivers.
