Low FPS on CS:Source

It hasnt been messing with my enjoyment too much but this should just not be. I have a 2000+ with 512 Ram and a 9700 pro and am getting 23-30 fps just when i start the round and am standing there. I have 4.8's installed and its on high because i know i can run it, and also with no AA or Anistropic Filtering. Anyone know how I can boost fps or any ideas like maybe my cpu is bottlenecking my gpu. Any ideas would be helpful, Thanks
