Low FPS Problem...

I upgraded my Pc today with a new graphics card so now i got....

2.4 Ghz Intel Pentium 4 Processor
768 DDR Ram
120 Gb Hardrive
Ati Radeon 9800 Pro Excalibur 128mb with IceQ fan
600kbs+ Broadband Connection

(need more info ask)

now my problem is I try playing counter strike : source on 1024 x 768 high quality, no AA, Vsync = Off

and I get an FPS of 10-30...now surely it should be higher...the games runs fairly smoothly but lags at times.

Any idea how to improve this (preferably without upgrading)

You should not need to upgrade.
The questions begin.
Did you uninstall or use driver cleaner software to remove your old GFX card drivers?
Do you have the latest ATI drivers installed? Might want to search for "download ATI 8.07 driver" in google. Or just use the Cat 4.10's from ATI's website.
What settings do you have in the control panel? Make sure the detail, vsync and AA/AF settings are set to application preference.

i got the latest drivers (Cat ones) steam won't let me play without, and i definatly uninstalled my old drivers first.

abd yes i set my detail level etc to Application Preference

ave looked through numerous guides etc....any more ideas?
 
also check to see that the setting in card's control panel, that its set to performance more then quality try that out
