Mapping question (really easy question)

This may sound like a ridiculous question, but what software (link?) do people use to make maps for counterstrike (or other half-life MODs), and is there anything to port 3D data/models from 3DS Max 4 into that software? Do I need software to convert textures?

Also is there a really good site to explain various limitations, software needed, tricks, scripting, etc?

I'm really good at 3D Graphics & programming, so I imagine it won't take me long to catch on.

thats probably the best place for info like that, has a lot of tutorials and lots of tips and tricks, its mostly geared towards actual mapping than the models/sound side of things but there is info for that too and plenty of details about the available entities, though IMO that could be a bit more detailed really.
