Master server connection problem

Ok, heres my problem. When i try and refresh my server list for steam (out of game or in any game) it comes back "Could not contact master game server to retrieve server list." I have had steam for nearly a year and this has never happened before. I have had the problem for serveral weeks now. Any suggestions?

BTW, I definitely have an internet connection, I turned off firewalls just to be sure, I haven't reinstalled, hoping i wont have to. Um... It may be something with the offline mode but I cant find those settings anywhere.

So... any help?
