The title (thank you Babelfish) translates from Russian to "Military Map of City 17"
In the 50's the Soviets were obsessed with mapping the world. You can see some of their handiwork here: http://sovietmaps.com/SampleMaps.htm
The link includes some eerily detailed charts of British cities, which gave me an idea. What if the Ruskies mapped City 17? So, using screenshots as reference and Coheedwicked's excellent overview of HL2 as a model, I set out to try to fake a Soviet streetmap.
I tried to copy the format and appearance of this map of Vilnius, Lithuania and created a cutout of the area near Kleiner's lab and the trainstation by freehanding it with pencil, darkening with a ballpoint pen, and coloring in MS Paint.
I'm not sure if the result quite matches the effort, but the map jpeg is the attached file. I may add some frills later, like cryllic labels on the streets or something. I could add a few more buildings from the 3D skybox, but I think I'd rather crop out the empty space instead.
In case you can't tell, the orange and white denote roads, the light green is empty lots and parkland, and the yellow ochre is paved courtyards and sidewalks. Buildings are light brown, except the trainstation platforms and tracks, which are grey (the upper one houses razor trains bound for Nova Prospekt). The darker colors (dark brown, then red, then black) represent another structure sitting atop a building, like a penthouse, smokestack, dormer, or tower. It's relative, so it doesn't signify the number of floors or anything.
