Missing mscoree.dll file

I've tried many fixes, including downloading .NET framework over 100000000000 times, and I get an error that looks somewhat like this. "microsoft.net\framework\v2.0.50727\mscorwks.dll missing" Searching microsoft's website yielded no results, nor did google. The main problem with this is that I cannot run my Zune software to add new music to my MP3 player, and it's really ****ing annoying. it installs fine, and I've tried restore points from a year ago, but the file still seems to be missing.

If anyone could tell me how to fix this (If I have to re-format my computer, so be it, it has many problems anyway, and I can back up all my files on a server.) that would be awesome, and I will love you forever.
