I wouldn't doubt it if a lot of this money is going to "black projects" within our vast military system. The compartmentalization that people have been talking about makes it even harder to track the money.
 
Well I found a trillion in my wallet the other day, but I don't know where the rest could have gotten to. Maybe someone found it and reported it to the police station - Bush should go pick it up.
 
That's not to say it hasn't actually been spent where necessary, but yes it is a huge problem tracking it. I don't know if there's any foul play involved since it's been a huge problem always, tracking money spending for the Pentagon, but if there is the people doing it need to be slammed.

Either way it needs to shape up, it's bad for our military as far as being as efficient as possible and it's bad for taxpayers not knowing if the money is actually being used effectively and where it should be.
