Don't know if this has been suggested or not but it's worth a shot.
A lot of mods here are still taking place within the HL universe (7 hour mod etc.)
Well...why not a SP mod from the side of the Combine? Namely, a combine trooper (yes, I know that the combine in HL2 aren't TRUE combine, just a hybrid) Change the HUD around a little bit, and it could work. Show cities before they've been anhilated, with troops arriving in dropships a la Starship Troopers. At the very least, this mod would allow one to indulge in darker impulses than that of Half Life 2 ie. killing innocents, the satisfaction of knowing you are the bad guy, kicking puppies, evil maps (firefight in the middle of a playground, chucking grenades at some security guards holed up in a hospital, razing the pentagon, sniping the amish...the list goes on)and a completely different feel of the game.
The weapons would basically stay the same, so would the models- the mapping is where it would make it or break it.
Also, I don't know what the odds of this getting "Foxed" are either.
