Mod-specific tutorials?

Does anyone know where to find some good mod-specific tutorials? I want to know how to change the menu background (to an image as of now, a map maybe later), how to create chapters so I can Start New Game from the menu, get a banner displayed when New Game is started.

I know most of this is C++, if not all of it. But if I had some decent tutorials, I might be able to get the code right so it would work.

(Which sub-forum is a mod forum? This is the closest match I could think of. Sorry if it's not right.)
