Actually, this "creature" (it's actually a mutilated human) can be seen towards the end of game. Pay attention during "Our Benefactors".

They're in the game. You see part of 'em in Nova Prospekt on a monitor and then you see 'em allot in "Our Benefactors". They're called Stalkers.
