MODS on Steam

How will mods work on steam? Will they all be downloadable in a huge mod section? Will they cost money? Maybe only the good ones will cost money? Can anyone put up a mod on steam? How difficult could it be to download mods outside of steam? Other games that make it easy for people to mod (like NeverWinter Nights) have hundreds of mods out there with no way for a person to gauge how good or bad they all are, will it be like this in HL2? Why not?

I'm sure there will be a review process before Valve allows a mod on steam.

The mod authors will have the say if they want to charge money thru steam for there mods.

Valve takes the better ones and distributes them through Steam, the mod team can decide if they want to charge (bad idea though )

Just install them normally and they popup under your My Games list.
