monitor displays "BURN IN"

I have a refurbished PF775B ViewSonic monitor. The monitor came with a CD. When I was putting it in to see what is was, the system froze I reset the computer, but the monitor for some reason displays: "BURN IN" in blue letters on a white screen.

did you try degauss?
 
May I ask what that is? Sorry, I am new with a lot of this stuff.

Note that the monitor won't let me change any of its settings.

Oh yah, its a CRT monitor
 
UPDATE

I moved another monitor to the computer that froze my ViewSonic, and I have found that it isn't the monitor it it the computer, my other monitor flashes weird colors in streaks, no matter what I do, it keeps doing it.... I really don't konw what to do.... Any suggestions people would be nice, I really don't want to have to reboot my drive, that would be a major pain,
 
Can you work within windows?

If you can, I would reapply the refreshrate to 60 Hertz (in Display Properties/Settings/Advanced/Monitor).
