it stops when I turn off the monitor......... I know its the monitor I tried to reinstall with no luck

hey alb, I got the exact same problem as you on my KDS 19" POS monitor

Here's the deal:

What happens is the reason it only makes the hight pitched noise is because you're in low resolution, 640x480. It probably makes this same noise when you're booting up (mine does), but as soon Windows kicks the resolution up it stops.

So pretty much you can get by just by avoiding 640x480 resolutions and you'll be fine.

As far whether the monitor is dying, well its definately not a good thing to do that, but mine has been doing it for about 3 years now and still no problems, just a damn annoying noise (which is reason alone to get a new one if you can afford it).

And for added fun, try shaking the desk different ways to hear the pitch change...
 
dude! try adjusting your power cable! it helped mine some!!

Some monitors make noise when showing certain resolutions. Noisy resolutions may vary. Usually older monitors make a hiss or buzz when displaying higher resolutions, newer monitors make noise on lower ones. Many monitors make no noise at all. Keep in mind that your monitor is an analog device and is suceptible to these things...
 
Neg. The problem is with the monitor. You wouldn't want to be decapitated if your foot had gangrene would you?

Does your monitor have a built in microphone? If so mute your mic
