Monitor stuck on 60Hz! Help!

I was just using the computer, the screen went black then came back, which I've seen it do before but I had no clue why. Now I went to a game and noticed that it was on 60Hz, so is my desktop. I right-clicked and went to properties, settings, advanced, monitor, and it's set on 60Hz, I tried to change it to 75hz, screen went black quick as if it were switching, but came back still at 60hz and the bar was set back to 60Hz! So I went into the Catalyst Control Center (using 4.12) and noticed that max refresh rate was set to 60hz, so I changed it to 75hz, but the second I clicked apply it reset to 60hz! This hurts my eyes, what's wrong?! *Edit* I found another thing in Catalyst Control Center, Display Manager (the other one was display options right under it) where I choose the desktop resolution, color, refresh rate etc. and the resolution was 1024x768 like it should be, color was 32-bit like it should be, refresh rate was 60Hz, I tried to change it but the only to options were 43hz or 60hz. Then there was a button that said "force..." I clicked it and chose refresh rate but still 60hz was the highest it would go!
 
Well I reinstalled all my ATi drivers and software from the disc, it's fine now, going to update to 4.12 now (disc came with 3.4 wow that's old) and I'm not getting control center I didn't like it anyway. But does anybody have an idea as to why that suddenly happened?
