My friends and I have an infrequent "Bad Horror Movie Night" thing that we do, and we watched a zombie movie that sounds similar to this, just Oakland instead of LA. I think it was something like Zombie Hood or Hood Zombie, something like that.
One of the highlights of the film was a dream sequence in which a zombie pulls up in a cadillac with a shotgun, says, "Sup, homie?" and blasts some kid away.
