AVOID the Play & Charge kit. That shit doesn't last very long. Get him some nice rechargeable batteries. My Energizer 2500mAh last forever.
Oh, and the attachable Chat Pad thing (Messenger Kit) is a must.

Get Dead Rising for ~$20. A steal for lots of brainless (pun intended) fun. Bioshock is nice and cheap now too and an awesome game to boot. I have no 360 accessories so I can't speak to that.

I have one of those dual xbox 360 charging stands. I just plop my batteries in there when not in use. Gives quite a bit of charge on them each time, maybe 8 hours of straight use... maybe more. Never really counted them by.

Yeah I have one of those too. Seems to work pretty well. Takes awhile to charge a dead battery pack though.

I have had the play and charge kit for more than two years now and it's still working.
Bad luck on your part,i guess.

Anyway,i'd get him 12 month subscription card first. A lot of them add an additional month of subscription. Google it.
