My CS:S Server Laggs severly at like 20 ping?

Hello im running a CS:S Server 68.5.43.179:27015

I get like 20-100 ping and it laggs severly like if i change weapons it does the m4 weapon switich like 20 times in a row!!!

and when i move it like pushes me back its weird. But i noticed the second i started recording using fraps it stopped lagging the minute it stopped recording it started laging again whats the problem?

Also if i run a cz server its fine

run the hlds instance on high priority
