My freind needs help with our server!

It's used in Counter Strike Source for what people refer to as "Fast server downloads"; and what I do know about it is that the map files are taken into compression (bz2) and placed on a public FTP. The url to the map folder with the compressed maps is then defined to the server via sv_downloadurl <url>. That's about as far as my knowledge goes. What I woud like to know is: how do I make the bz2 files (what program will yiled the files), which map files actually go into the compression (obviosly the map (.bsp) file, but what about the navigation (.nav) or materials?), what are the conditions of the download server (as in, can you put only certain maps on the server specified in the sv_downloadurl; because a lot of maps like iceworld need no compression and might as well be placed directly onto the server). Well, i figured out bzip2.. that was easy enough hahaha www.bzip2.org :) Now, for integration with the server, which files to compress, rules to follow, and specifications for everything . Thanks!
