My ISP Is Blocking Steam!

I recently downgraded my connection with the provider for the halls I live in, and it turns out they've blocked steam traffic.

Is there any way around this? I don't particularly need to game online, but I would like to be able to login to steam, keep everything updated, and get new titles... at the moment, I won't even be able to verify Ep2 ;(

For an extra hundred quid - I just don't have the money at the moment.

I thought there might be a way to disguise outbound steam traffic or something.
