Need help getting a credit card reactivated.

Ok, so I was trying to purchase the silver edition, and my credit card kept getting declined. Long story short, I kept trying (like a big idiot. I thought it might just be steam screwing up.) and my credit card gets locked, so to speak. I can't use it to purchase things on steam any more. So I called my bank (I have a visa debit card) and they told me my security code was what was wrong. So I checked it really closely, and sure enough, an 8 had been rubbed to look like a 3.

Anyways, is there anyone I can e-mail or contact to see about getting it back on track? The steampowered forums are down right now, so they are no help. Any information would be greatly appreciated. Thanks

it won't be locked forever, maybe for 3 days. or some amount of time.
