Im assuming you jumped down on all those pipes to turn the magical wheel right?

Well go back into the room with those explosive barrels and go down the ladder into the water and follow the tunnel. When your there go underwater again and smash all the wood so you can boxes and stuff to stand up on.

Basically you have to make your way to Eli's lab, affectionately known as Black Mesa East. The speedboat levels are fantastic so enjoy them.

Take the barrels under water and put them into the cage with the other one, you'll know when you see. The ramp will then be jumpable. I hope this is where you are or I just spoilt a piece of the game for you.

Explore your environment, look for a place where there might be levers of valves or wheels, maybe in a nearby building. If you find things you can turn or press, then do it and see what happens. It's really just a case of exploring and trying things out for yourself. The puzzles are really not that complicated.

You have to keep running through the level avoiding both combine soldiers and the helicopter. Eventually you'll get a tower where you shoot down the helicopter and open the gates. One of the most difficult sections of Water Hazard but very fun
