need help with spray

Hi all
i need help with loading spray in TF2, when ever i try to load them i got this message:
?Unable to write output spray file. It?s possible the current user doesn?t have permission.?

I?m administrator and the spray file isn?t read-only.

can someone help me?

Change your steam language to English and import spray?
This issue was common in CSS

the steam language is English

For some reason the spray will only work if you go to

[STEAM GAMES DIRECTORY]\team fortress 2\tf\materials\VGUI\logos

and put the spray there, or at least that's the only way it works for me.

If you give a image file I can make vtf+vmt so you can change it from game menu
