Ok, i'm using de_rats. I tested if my server would dl the map if i would go in without it. it does download the map , but it doesnt dl the materials.
i had put the required materials in the materials folder i made in the cs:s folder but it doesnt dl what's inside of that when i enter the server. im afraid of this because when i put my server up and people try to join, they'll only dl the map but they wont dl the materials and the map looks really messed up.
the thing is i joined someone elses de_rats server to test whether it would dl.. and it started dling the materials..how come mine doesnt dl the materials...
and yes, sv_allowdownload is set to 1
