Whenever it encodes or exports or transcodes videos it not only eats up the processor (2.0 ghz P4), but takes between 10-15 minutes. HLP!

What graphics card are you using? Encoding videos and stuff WILL take up a lot of cpu%, and it takes a while also. Some graphics cards will do more of the work and free up cpu%, some make the cpu do most of the work, and your computer will slow up.
