network monitoring ADVICE PLEASE

hi guys. i just got my 1mb line switched on and have 4 pc's networked. I was wondering if there's a program out there that i can use to monitor a whole load of things together:

total/used bandwidth
the network use of all 4 pc's together
to see what each pc is viewing online
etc.

also is it possible to ration out bandwidth in differing proportions over my network?

If you use *nix, I use this app which is very good, http://www.nagios.org
