I noticed in the Content Bar, where it usually says Valve Content Server #, it doesn't say that anymore. Now it says SIC something. I suppose Steam is using new servers?

Only reason I bring this up is it seems like I am getting slower download speeds through these servers. On the Valve Content servers, everytime I downloaded something, whether it be the hour the update comes out or when its 5 hours later, my download speed was always high 700+ all the time. Now they seem to rather like going slow. As they are now hitting rock bottom at 8kb/s, at the moment it is going 125kb/s. The highest I hit was 205kb/s.
Can anyone else tell me why this is happening? Or is it because these servers aren't able to hold as much bandwith as the Valve Content Servers?
