new hdd...can i copy steam folder across ?

hi there,

i have just installed a new 200gb sata drive.

i want to re-install hl2 and was wondering if i can copy the update files or the whole steam folder to avoid going through the lengthy process of updating steam through my 40k dial up connection ?

is there any value in copying the old steem folder across to the fresh installation?

hope someone knows the answer.
