I was led to believe that I could have DoD:S when it was ready for buying the $80 Half Life2 Collectors Edition from the store.So is Valve trying to saying I paid the same amount as the gold package and I get nothing but CSS and a shirt?

Vivendi only had rights to HL2 and CSS. They had the standard package out and Collectors edition with HL Source.
Valve on the other hand made their own packages through steam with no restrictions. You bought through a publisher rather than direct. FYI what you get in the package is what you get, shouldn't expect anything else. Silver and Gold packages through Steam specificly said DoD:Source included.
