Noob question

I just started playing Team Fortress 2 and I'm a huge noob. :rolling:
My question is: how do you dominate another player?

I think it's 3 kills in a row on a particular player without them killing you back. Possibly 4. When someone dominates you, they become your nemesis, and thus revenge must be sought.
