Not Ready

Steam won't let me play HL offline. It sais 100% and yet it sais not ready to play offline. I've allready tried just exiting steam logging in offline and firing up HL but it didn't work. Has anyone else had this problem and how can I fix this?

I heard this problem is caused by a bugged account. Apparently, it'll be possible for you to register your CD-Key again on another account.

If it doesn't work, sorry, I just read that a while ago in a Taylor Sherman post on Steampowered.com.
