Well, after getting to drive the buggy, I decide, "Hey, I haven't changed my video options yet to see if I can run it on high."
Then I thought to myself and wanted to see if I could put aa and af up. So I change AA to 2x then I change AF to 8x. I saw it was choppy and did not run too well at all, in fact my fps dropped to around 40-0, so I decided to change it back.
I usually run the game at 60-90 fps. Then, after reloading Half Life 2 with my old settings, I noticed my fps were just as low as when I had AA and AF on. My settings before I changed everything were set at medium, no AA or AF, and whatever Steam recommended my computer to run on.
But now everytime I try to play the game, it still runs with LOW FPS and I have no idea how this is happening.

Try -autoconfig

Try adding -autoconfig to the launch options on hl2. This will set the video options to what they were when the game started initially.

To access the launch options, right click on Half-Life 2 in the Steam Play Games menu and click on the Launch Options button.

Make sure you remove the option after the settings have been reverted, because this flag will take effect every time you start the game and undo any changes you make.
