Offline Steam needs Internet?

Hey guys. I'm on my mom's computer right now.

So I had internet on my computer for a while. So I made Steam remember my log in info for if I ever had to play offline. Well, today was that day. So I said, "No biggie, I'll start Steam in offline mode". So I double-clicked on my Steam icon, and it said "Connecting Steam Account: ToxicKlay" so then a window came up saying there was no internet connection. So i clicked on the "Start in Offline Mode" button. After I clicked, a window came up saying there was no internet connection so I couldn't start Steam.

WTF?

Does Steam offline mode need Internet to start?
 
Offline mode is very unreliable, what you should do if you know you won't have internet is to get it setup for offline mode while you have Internet. I know it sounds stupid but it's the only way i can get it to work.

Yes, but i didn't know until 5 minutes before, and I had to help take it apart (the router computer) so now what do I do

Otherwise I'm stuck without Steam games for 3+ months.
 
What you need to do is connect to the Internet, log in to Steam then tell it to go offline. Click "File" then "Go Offline"
Unfortunately there is no way to fix Offline mode without Internet, it's happened to me i was stuck without Steam games for 2 months.
 
Offline mode is crap. I was without Steam for around 2 weeks. It was painful.
 
Yes. Life without Steam is bad. I personally dislike Steam for obvious reasons.

Fixed. This is the only way you can get it to work. Offline mode is for people with laptops, for example, who know that they're not going to be connected to Steam for some reason or other for a period of time.

If you're on dial-up, can you not "dial up", connect, go offline, and then disconnect?

Although I had Offline mode working without having previously told it to go offline, somehow, yes, you do need the internet to setup offline mode.
 
I'm on dial-up on a different computer, and CS is a bitch with updating on dial up
 
Is there no way you can just take your PC to where ever the connection is and plug it in for a few minutes while you set up offline mode?
Like you could just take your tower over to your Moms PC, unplug all her cables and plug them into yours, set up all your offline mode then just swap them all back and go play. Or if you have a friend with Broadband, take it to theirs and do all your updates too.
