I loved playing that game in the Arcade when I was a kid, but I doubt it would be as interesting without a wheel, without people around you, without an arcade. It was a social game, unlike MP games on the internet. You could yell at your enemies that they sucked, because they were 2 feet away from you.

A racing game based on the HL2 engine would be a good idea, but throw in some GTA ideas, or it will be bland. There are allready a LOT of good racing games for the PC.

fps mods, rpg mods, racing mods based on the HL engine or source engine will be totally different and unique, that is what makes them cool.
