One second my games are then, the next they are not? please help

Okay, though a seris of unfortunate events, i tryed to format a hard drive that had usless stuff on it, and somehow messed up the master boot command on my main drive (3 partions, main drives, games, and mp3's) So i installed windows on the newly partitioned drive. Everything is going fine - oh ya, all the stuff on the other drive is still there - until i open up steam. I go to play games, and the only thing it says i have installed in half life 2 deathmatch. so i try to install CS:S but all day it has said that the servers are too busy to perform that request.

First thing, when will i be able to install CS:S again,
and second, my valve folder has 9.12 gigs in it, so i sure as hell know that i have half life 2 and CS:S installed. So why does it not see it there?

Please help, i already had to miss my CAL practice today.
 
Verify your files. If that doesn't work :

Back up all your custom content (maps, models, whatever) from CS:S, HL2, and any other games you want back, and, after that, simply delete the folders that contain the games. (But before you do that, make sure Steam isn't running.) Then restart Steam and install (download) then content again. If you don't have internet, you should go to a friend with your computer and download it there. If that isn't possible, ask your friend to back up his files on a (few) CD's (give the CD's to him, of course) and then use those files to replace the "corrupted" ones.
 
What ever you do, DONT try and move the gcfs into a second steam folder :(

ive been there.. :(
