Optimizing for a clow cpu

I was playing css today and geting a 25fps which is low and i want to change this. When i change the video settings the fps stays the same so i was wondering if there where any cVars that could help me. I have a 9800pro, 1gig corsair ram, amd 2000+ and onboard audio and the speakers are set to headphones and the audio set to low. Please help. Thanks you guys!
