So it could be a cost cutting/bandwidth saving feature, which is fair enough as they would want people who actually going to be voting to access the content without problems, but as it said in the BBC article:

However, simply blocking non-US visitors also means that Americans overseas are barred too.

Unless they all know about proxy servers....
