Oz Deathmatch - How easy or hard?

Many of you may remember Oz Deathmatch from the original Halflife days. It was one of the first mods out there and the beauty of it were three things: 1. No client-side download, 2. Full customization of the game's aspects in multi-player, 3. The grapple hook.

Losing #1 wouldn't be too tragic with how easy Steam makes it to download and install new stuff.

However, I was wondering how easy or hard it would be to re-code the Oz mod with the new Source SDK tools. The reason I think it would be simple is there are no new models, maps, or faces; just coding everything to be customizable (how fast weapons fire, gravity, physics, how much weapons spawn, and all the fun variables that made Oz, Oz). The only thing to add/code would be the grapple hook (because it's not Oz without a grapple hook).

I know there is a team working on developing it now, I'm just curious as to how easy or difficult a mod of this caliber is based on the professional opinions found here.
