Here's a stumper for you.
P4 2.8Ghz processor out of a Dell
ASRock P4V88 Mobo
North Bridge: VIA PT880, South Bridge: VIA 8237
1.0 GB PC2700 DDR Ram
ATI 9800 Pro Video
I have reformatted several times, just reinstalled chipset and video drivers. The problem shows up in several games. There are certain scenes that my computer just can't render fast enoug to keep up. The best example is d2_coast_4, with the crane. As I'm driving up the compound w/ the crane, my framerate drops down to 20-25. If I turn notarget on, it's gets a little better. I'm positive it's not the video card, since I can turn my video settings all the way down and still get the same results. However, if I decrease my resolution to 640x480, things quicken some, but not very much. My gut instinct is that it's my motherboard slowing things down (it's fairly cheap), but I'm not sure. Is there anything else about my system that might cause this issue. I've also seen it in FarCry and Doom III - graphics settings at nothing, still slow. Any thoughts?
