If that's what she said though, well that's not a very smart thing to do in a nation who's tax-funded public education already suffers. Science is a critical part of an elementary student's education, whether it's difficult or not. It's just not fair for those who "aren't" handicapped.

It's good that she wants to help the mentally challenged, but she's definately going about it all wrong. There should be "special" classes with "special" teachers instead.

You're not quite getting what she is saying, probably because you didn't actually read the link.

She wants to increase funding to programs that help the disabled by cutting 'earmarked' funds. She then cites fruit fly research as something she would cut calling it a "pet project" and something that doesn't make a "whole lot of sense". Clearly she does not understand that fruit flies are a standard means of scientific work in the field of genetics. An ironic twist on this is that fruit fly research (or more accurately research that uses fruit flies) can bring benefits to the disabled - the link specifically mentions autism for example.
